This is a pair of heavy duty steel vintage shears or scissors. They have the remnants of black paint on the handles. They are oxidized and a little rusty. They need to be sharpened. The scissors are 9 1/2" long with 5" blades. I do not see a signature or mark anywhere. AVS.
