This particular teaspoon has dual historical value. It was made by R. Wallace & Sons, the mark on the back is one of their first marks to be used. In addition to the maker's mark, it also is marked by "Baird-North Co." which was one of the largest mail order houses of the country between 1908 and 1918.
There's scrolling on the tip of the handle, and around the outer sides. It's been engraved, but I cannot say what the lettering is. The length of the spoon is 5 7/8"; the width is 1 ¼". There does appear to be a few spots on the bowl.
