This is an oil on paper laid on wood panel painting of a younger woman dressed in fashion style of the early years of the 20th century. It is signed at lower left "A. Fischer" and dated "Berlin 1941", so that fashion style suggests that this might be a work showing a theatrical or opera performer of an earlier decade. The painter Arthur Fischer (1872- 1948 ) was a professor, and court painter to Kaiser Wilhelm II, winning a number of medals around the turn of the century. After 1930 he lived for a few years in the United States. The work measures 29 1/4" by 23 1/4" and 37" by 31" with the gold frame. The artist's works frequently are oil on paper laid on board or panel. Condition is very good with light soiling commensurate with age.
