The scene depicted is by the famous Seine River, with Notre Dame cathedral in the background. The artist has chosen to suggest a 19th century time frame, the horse drawn carriage at left and people wearing the clothing of the times. The mid 20th century artist Dany Cooper is listed, and apparently specialized in Paris scenes, but there is no biographical information available. This example measures 24" by 36" and is unframed. The condition is excellent with the exception of three small punctures---two at upper left in the sky, one near the kiosk, and one at lower left. They could be repaired professionally or perhaps less formally; none is larger than about 1/2, and most are smaller. Encino valley
