This impressive looking whirlygig is taller than usual.  Very expressive face, mustache, wart on nose and all.  All original paint, and in good condition.  Not sure if he is supposed to be a ship captain or ?
The bill of his cap and the top of his cap appears to be cardboard, painted same as the wood. 
Measures  19" tall on stand, or 26" tall with one arm up.
