Antique silver Chinese export handled dragon bowl dish

Here is a wonderful antique silver bowl produced in China in the late 1800s. The bowl has two full hand chased dragons wrapping around the body of the piece. There are figural dragon handles, with three bud feet. It measures 7 1/2" long, 4 5/8" deep, and stands 3 1/4" tall. It is possibly Wang Hing, although I cannot fully make out the marks (see picture). It is marked 90. This piece is in good condition with no noted damages or repairs.
