From the 1960s a black velvet, silk and velvet ribbon tulle whimsy hat.
There are breaks to the interior of the velvet band at the back, feels like the band is made of a plastic, you cannot see it as the velvet covers it. There are also a few breaks to the tulle also at the back where the tulle was seamed.
