This is a lovely dark haired woman with a red hair band. She is evidently from a piece of early sheet music, judging from the musical notes that can be seen on the back of the frame. You can see a bit of the design surrounding her at the bottom of the image. At the lower right, there appears to be a signature but I'm not sure who it is.
The wood frame is a gold color and has old glass, a cardboard backing, with a wire for hanging.
Size: The frame measures approximately 9 3/4" tall and 7 3/4" wide. The opening in the back holds an 8 1/2" by 6 1/2" image.
Condition: What appears as a line in her hair is actually a scratch on the old glass. I don't see any other issues, other than she was evidently cut out of a piece of sheet music. She is still lovely. The frame has a few typical scratches but is solid.
