This style of button was used on Japanese tobacco pouches, sort of like a manju netsuke. This one is very well-made of silver-plated brass and heavy ivoroid celluloid. It's 1 & 5/8" large. (She looks very very annoyed and may be gesturing. I have to wonder what the characters mean!) The piece is made of thick celluloid and silver-plated brass. Faux ivory of celluloid is called ivoroid.
