This is a scarce small late 18th or very early 19th century sleeve button of jasper ware--very likely Wedgwood--set in steel with a brass rim. Cupid holds an arrow--a broken arrow? Under high magnification it looks as though no jasper has broken away there. It is remarkably nice for its age. It measures 7/8" in very fine uncleaned condition.
