This is really an unusual 19th c. button measuring 7/8" (NBS medium) and in very fine condition. It is common to find enamel pierreries embellishing a border (not as common as to find cut steel), but less common for the surface of a button to be topped in a layer of silver and covered with rich turquoise enamel pierreries--they look like little glass jewels! Pierreries are in effect glass once fired, so quite fragile. Some one took good care of this treasure!
