Replaced now by the modern electric and gas-powered trimmers, these old vintage garden tools are little more than collectibles today. But these vintage shears still work. I tested them myself on a privet hedge recently. Sharpened and oiled, they do the job just fine if you've got small projects in the yard. Sturdy thick wood handles and both tightly attached. Measures 18-inches. Notch on one blade is used for fitting around larger limbs.
They are actually better than the new fancy models because they cut the trimmings cleanly; whereas the new gadgets just chew and twist them off. Much neater job if you have the muscle power for a larger project.
