This same image has been used by several other pottery firms, and sometimes appears on ABC dishes. This one is by E. H.Sebring China Company of East Liverpool, Ohio, and dates from 1908-1929. 7 1/4 inch diameter and 1 1/2 inch height. The transfer image shows a little wear, indicated in images, and there is a slight irregularity in some slip glazing to the left of the image.Discoloration on exterior edge shown in one photo. The piece crazed,almost to be expected, and I have captured the crazing to the best of my ability. The inscription reads "Tom he was a piper's son. He learned to [play when he was young."
