The nice hand engraved bowl features the 'B.P.O.E. National Home' in 'Bedford City, VA', and the handle terminates in a dimensional Elk's head, with floral trim. The home was founded in the early 20th century, opening in the Old Hotel Bedford. It later expanded, but the Elks sold the home to a private firm in 2013.
The spoon measures 53/8 inches and weighs 16.6 grams. Marked 'Sterling' and 'C.B&H.', the mark of Codding Brothers & Heilborn of North Attleboro, MA. The spoon was made after 1891, when Leo Heilborn joined with Codding Brothers, and the image of the home matches the image on a 1911 postcard I have seen. Very lightly gilt on bowl interior.
