A Russian silver niello cigarette case, circa 1900. It has the first Kokoshnik mark dating it from 1896 to 1908. The head and assay mark are partially obliterated but the 84 is clear. It has an additional stamp which looks like CEC. Probably the maker. The case is 3 3/4" by 4 3/4". Much of the niello has come out but the design is still very clear. I was unable to identify the building pictured on the front. Guaranteed to be as described.
