This poor little muzzled puppy sits on a small tray that may have been intended for ashtray or could be used for business cards. It is not marked, but is clearly the little dog produced by the Heubach family and it is a rare piece as well. It has no damage and very nice detail in the painting of the little dog. Not all of the tray itself has been painted, only what would show in display. I have seen this before on novelty items from the 1900-25 period that we now cherish as collectable treasures, so I think it is intentional. The tray is 4-1/8 inches long and 2-3/4" high.
