Interesting, vintage tribal whistle. It's made of clay pottery. One side is intricately, hand painted in a colorful, Indian design. The other side is a face. The mouth, eyes, and nostrils are open. There are also 4 small holes on the decorated side. You make it whistle by blowing into a slit in the pottery, on the chin, changing the tone by covering various holes with your fingers. Like a primitive flute! I am uncertain if the design is American Indian, Mayan, or? It measures 3 inches tall, and 2&1/4 at the widest point.
