Although this charming miniature champagne bottle with silver perforated top looks very much like a salt or pepper shaker, it is actually what is called a "ponce." It was part of a writing desk and was used to shake powder onto wet ink in order to set it. This ponce is stamped with a patent mark dated for November 28, 1883. The top screws off and the glass is clean inside. There some slight denting to one side of the top as shown in the photo. Since ponces are no longer used, it could certainly be converted to another purpose. It measures 4 1/2" tall and is 1 1/2" in diameter at the base.
