This is a wonderful collectible milk glass plate by Westmoreland. It dates to the early 1900's. It is a souvenir plate from the Pan American Exposition of 1901 held in Buffalo, New York. It still has remnants of its original paint. There is a beach scene under the cats and it has the words Pan American Expo, Buffalo 1901. It has an old red ribbon threaded through the loops which would have been used to hang the plate on a wall. You generally see these with all or most of the paint gone.
