To the true philatelist, I apologize for my description. I collect and sell ephemera like this because I am a Francophile whose heart skips a beat when I see the word "Paris" in beautiful calligraphy. To describe this item in true philatelic terms, I'm at a loss other than to say it is franked Sept. 1883. In its self-made envelope form, it measures about 4.75 by 3 inches. Fully open, it is about 10.5 by 8.25 inches. I get the gist that the sender is promising to pay 619.90 francs to the a bank, the "Comptoir d'Escompte" of Paris.
Please note that I have 5 of these available. They all bear the same address, written by the same hand, all from 1883: two from October, one from August and one from December.
