We think this is a pre-WWII art nouveau inspired Japanese export vase. It is very old, with remarkable overall and even crazing, so may have been a crackle technique from the beginning. It features a raised dragonflies over a large incised flowers. That's where I see the Japanese design element; the flower design is clearly Japanese. The dragonfly was a popular motif from the art nouveau era, and this design may be a late blooming carry over. We found it in an old furniture store that is transitioning to a new business, along with many items dating back to the very early 20th century. The vase is free of issues, other than age, and measures about 5 1/2 inches tall. It's really different - we don't think you'll see another one like it!
