These are very nice English silver (sterling) candlesticks. They are in very good condition, and their hallmarks declare them to be British Sterling, minted in Birmingham in the year 1907, by the maker "HWL." The candlesticks measure 5 and 1/4 inches tall, and the bottom measures 3 and 3/4 inches in diameter. They have a scribe , which is small, and not very noticeable. It appears to be "JM." These would be beautiful on any table, and certainly would make a nice wedding or 25th anniversary gift.
