The back of this brooch is fully hallmarked, but it is hard for me to tell the city exactly. The closest thing appears to be Chester, and the date is 1891. It is clearly marked 375 9, which is 9 carat gold. It would be nice on a lapel for a horse lover, or even given as a good luck gift. It measures 1 and 1/4 inches North to South, and 1 inch East to West at its widest point. It weighs 2.36 grams.
