This pair of tulips is evidently an opportunist's knockoff of a Damaso Gallegos design. Its 4-character hallmark code dates to the 80’s, with the first letter indicating city of manufacture—Taxco—and the second letter, the initial of the silversmith's last name. The number indicates that he/she was the 46th person to register using those letters. Ergo the artist could be virtually anyone with the last initial R (I believe it’s an R with the top not quite imprinted). This old hallmark isn't readily identifiable (a thorough survey of Mexican silversmiths has yet to be written—it would be a best-seller, so… Go!), except that we know Gallegos' hallmark differs. While TR-46 IS listed in The Little Book of Mexican Hallmarks, the book cannot ID the artist. If you know more than I do, please message.
Incidentally, were this Gallegos' work—he did mint a tulip brooch virtually identical to this—the price would be roughly 2-3X as much.
This very 3-D piece is substantial at 2.26” (57.54mm) tall by 1.7” (43.32mm) at widest point. Leaf is close to 2” (50.61mm) long; largest tulip measures .73” (18.6mm) x .67” (16.97mm).
