This charger is made for hanging on the wall. There are two holes for wire in the plate ring. There are no marks. The edge is deeply scalloped. The rim is blue. The center has several groupings or bouquets of flowers. Since it is not marked, I can only make a estimate as to the source. It is similar to plates and designs made in Holland. It measures 12 3/4" in diameter. Excellent condition.
