Originally this Staffordshire figure was one of a pair. This is the Shepherd with his staff and dog. He is wearing a wide brimmed hat,, shirt with kerchief, waistcoat, and breeches. A lamb is lying on the base. This, along with its mate, is pictured on page 162 of "Victorian Staffordshire Figures 1835-75 Book Three" by A. & N. Harding. It measures 10" tall. It is in very good condition except for a repaired chip on the top of the spill vase.
