Victorian cockade fan of glazed cotton with a black lace design. Opens to a full circle. Handles are covered in brown leather with brass caps and a brass clasp at the bottom. Fan measures 9 1/4" when closed and is 14 1/4" in length opened and 10 3/4" in diameter.
Victoriana magazine has a wonderful article about these types of fans with great pictures. It says, "The cockade hand fan was a compact circular folding fan and occupied very little space. It had two handles and opened up to 360 degrees around a central pivot, thus forming a cockade."
