Vogue Dolls produced little Dutch Boy and Girl Dolls at least as early as the 1947 Toddles Dutch Boy. It appears that almost yearly after that, there was a new doll dressed in a Dutch Outfit that wore wooden shoes. From photos, the shoes seemed to change at least just a little almost every year. The 1950's shoes were more square while the Frolicking Fables line of Ginny dolls in 1951 and the Holland Boy in 1952 wore wooden clogs with lines that appeared like these.
I don't know of a way to be 100 percent certain which year the shoes were made other than to pore over photos in order to find their likeness. An educated "guess" dates the shoes to sometime in the 1950's and very likely from 1951. The wood grain of the shoes creates what appears to be a slight color difference in the photos that is not detected in person.
