Pot metal designed in two layers, riveted together. Open work design of scrolling vines / stems and flowers set with varied sizes of clear colored rhinestones. This is a terrific piece of costume jewelry. Originally meant to be a lower end, and affordable depression era piece. Quite collectible now and in very good condition.
