This is an old hand held Gem Damaskeene Stropper for sharpening early wedge razor blades. With a blade inserted into the holder and a leather strop laced over the two bars you would hold the handle and move it back and forth which would rotate the blade to hone both sides. The name and patent date of June13 1899 - New York, U.S.A. is on the end plate facing the handle. The handle is painted wood with a copper colored ferrule.

It is in very good condition with minimal wear. The plating on the metal is in very nice condition. It measures about 7" long and about 2 3/8" wide.
