This funny old porcelain piece is one of the many Japanese "smoking head" whimseys. This one is called For He's a jolly good Fellow which is written across the front along with some musical notes. The bald man with his mouth agape has a funny moustache, slender, arched eyebrows and is wearing a monocle. A lit cigarette can be placed in his mouth and the smoke would stream out his ears where there are holes. The paint is under glaze except for the black on the base which has a matte finish. It is only marked with some numbers on the bottom and I believe it was made in Japan between the late 1930's through the 1950's.
It measures about 5 3/8" tall and is in very good condition with no damage.
