This is an old, friction sparking toy. The gentleman is colorful and oddly dressed and bears some resemblance to Hitler! He is wearing a cloche on his head and earrings. He has on white gloves and holds a red baton in his left hand and has a flower in his lapel. It is marked Made In Germany along the bottom edge of his green jacket. The extended lever operates a mechanism when depressed. It causes a stone wheel to turn that a flint would strike against causing sparks to shoot out of the mouth of the funny character. The lever and mechanism work but there no longer appears to be a flint and I haven't figured out exactly how to put one in. Perhaps it was intended to throw away after the flint wore out. The two halves don't meet at the front and back of the head but the tabs are in tact so apparently this is a manufacturing flaw. This is from the early 1900's.
It measures about 4 1/2" tall and although it is larger than a penny toy it would go well in that type of collection. Overall it is in fairly nice condition with minor wear. There are some light scratches and a little discoloration.
