The POP-UP or FOLD-OUT Souvenir is 7" x 5" flat....when opened up you see two views or scenes as they pop-up. One side is the Imperial Palace and the other side may be another part of the Palace with entrance gates to foreground and what looks to be a burial mound with hills and forest. I'm sure it's all well explained but I cannot read Japanese.
The 2 portrait pictures shown in the palace fold-out I would think are the Emperor & Empress.From what I can ascertain this is the TAISHO EMPEROR YOSHIHITO who ruled from 1879 to 1926.
