This is a antique 19th century blue and white handpainted porcelain plaque by the German Rosenthal company. Often misidentified as being Delft (faienceware/earthenware from Holland) it's subject certainly does look Dutch.
The scene shows a lovely, serene river scene with boat. Excellent condition. Approx. 12 1/2" x 9 1/4". Last photo shows tiny fleabite on lower left corner about the actual size of a real flea!
