From the buttons on the blouse I would say that this blouse and skirt date to the 1940's or 50's. The pattern on the cotton fabric is a tiny red white and black design which are typical colors in the Hungarian nationality. The skirt is quite full and gathered at the waistband. Near the bottom of the skirt is an applied white soutache design that doesn't go all the way around. The bottom is trimmed with white cotton lace. The skirt fastens with a large hook and eye. It looks like at one time someone had taken in the waist a little so it could now be made bigger. The blouse has puffy sleeves that are gathered and trimmed in the same cotton lace. The neck and the bottom are trimmed with it also. Above the bust and near the bottom is the same white soutache that is on the skirt. The placate has ruffles on each side. There are six blue buttons down the front. The waist of the blouse is nipped in a little and has a drawstring inside so it can be tightened to show off the tiny peplum at the bottom. Here are the flat measurements: Skirt; Waist 30", Hips Full, Length 26 1/4". Blouse; Bust 40", Waist 35", Back of neck to hem 20" and Across back of shoulders 14". Excellent condition. Looks to be hand made. The last photo is the truest color.
