This item is a VICTORIAN BRASS SKIRT LIFTER. These were is use in Victorian times to assist ladies in holding up the hems of their skirts for riding horses and bicycles , during stair climbing and at other times. They are basically a tong like device that a lady would clamp on the hem of a skirt and hook the other end onto a waistband or chatelaine. This one has a cord attached but we can't vouch as to its age. It does appear old and could quite possibly be original or of the time. THe holder measures 3 3/4" long
