This item is a beautiful VICTORIAN SKIRT LIFTER with an EQUINE MOTIF. These were is use in Victorian times to assist ladies in holding up the hems of their skirts for riding horses and bicycles , during stair climbing and at other times. They are basically a tong like device that a lady would clamp on the hem of a skirt and hook the other end onto a waistband or chatelaine. This particular one, with the equine motif, certainly fits the description of how these were used. It is in excellent condition and measures 5 1/2" long.
