Italian Framed Niello 800 Silver Plaque City Square Vintage

Framed 800 silver (800 parts of a 1000 silver) plaque that is engraved with an 1800's scene of a European or a city in Italy town square. The scene looks like it might be copied from an antique engraving. If you look closely, the women on the right foreground are in long dresses that look Victorian. I am not sure of the location and it is not signed by the artist.

It is inscribed in small print below the image on the left with a tiny rectangle with a star in it, and "460"? ROMA". It is also inscribed with another star, what I think is "888" within two overlapping ovals, a capital "R" within a square and "3 (a division sign) 5". It is also inscribed in slightly larger print on the right below the image "(da una incisione dell '800)". I believe this is from the 1980's as I purchased it with the dated 1987 silver plaque by Italian artist Renzo Romagnoli also listed.

It has three labels on the back of the frame. The top one reads: "ARG.800" which translates into silver 800. The top lower label reads: "GIOIELLERIA, Virgilio Russian, GORIZIA".
The lower label reads: "WENK".

Gorizia is a town and comune in northeastern Italy, in the autonomous region of Friuli Venezia Giulia. It is located at the foot of the Julian Alps, bordering Slovenia. It is the capital of the Province of Gorizia and a local center of tourism, industry, and commerce.

Virgilio Russian Gorizia is a jewelry and gift shop in Gorizia that is still in operation. I couldn't find out much info on it.

Niello is a black mixture, usually of sulphur, copper, silver, and lead, used as an inlay on engraved or etched metal, especially silver. The black lines on this plaque are decorated with niello. I could't find any meaningful translation of "WENK" on the back label..

Outer frame - approximately 9 5/8" x 10 5/8".
Plaque within liner - 2 3/8" x 3 1/2".

Condition: There is a strip of staining below the plaque on the linen mounting. Possibly from the remains of glue from a missing title plaque? The bottom labels on the back are starting to peel off.
