Marked: (front) standing female figure holding a California flag and a wreath, with a standing bear on her right side encircled by California the Exposition State / San Francisco 1915; (reverse): California The Exposition State / San Francisco 1915 / The Tower of Jewels.
The Tower of Jewels was the main structure at the exposition, covered with over 100,000 cut glass jewels. The exposition was a celebration of the opening of Panama Canal and the building of San Diego and Arizona Railroad (which was not completed until 1919).
