Norris was born in California. He won a fellowship at the Fogg Museum (Harvard University) and also studied at the Sorbonne (Paris). He was an active artist in the California Watercolor School. He worked with landscape artist Thomas Craig (1906-69) who encouraged him to take a teaching position at a boys school in Honolulu, where he was also a department chair at the University of Hawaii (1945-55). In 1955 he received a Fulbright professorship to Japan. Norris retired in 1975.
