Born in Frederick, Oklahoma in 1921, and his family moved to Southern California when he was 7 years old. After WWII, Hal Reed studied a the Art Center School of Los Angeles and in the 1950s at the Art League of San Francisco. In the mid 1950s he studied with Nicolai Fechin at Fechin's Santa Monica studio.
Hal founded the Art League of Los Angeles where he taught classes. His art was is represented in collections throughout California including the Los Angeles City Hall. He has been awarded many awards in his lifetime.
