Scottie dogs are a perennial favorite, and this one is certainly charming! This must be a Scottie puppy, as she's all dolled up in a red baby bonnet, with a pink and black polka-dotted bow. Composed of cream-colored celluloid plastic, over-painted in red, pink and black. Measures 1.75" across.
This brooch is labeled "Occupied Japan" on the metal pin back. This label was affixed to items made during the American occupation of Japan after World War II, 1947 - 1952. Many pieces, like this one, were made for export, to be sold in dime stores as novelties.
Please note that this pin was not completely trimmed after manufacture - you can see some of the excess plastic that came out of the mold, principally on the tail and feet. I have not cleaned this up; that's for you to do, if you wish, as I prefer to leave this piece as it was manufactured. This pin was part of a large dog brooch collection - its former owner had labeled all of her pieces with the town where she purchased them. The residue you see on the back of the brooch is what remains of that label. I removed most of it, but did not want to be too aggressive in cleaning it.
