This is a small wood carved frame typical from the tramp art era (between 1870-1940) which is one of the final expression of folk art in Europe and Northern America. The "artists" (often simple individuals that wanted to create something unique) used simple tools such as a pocketknife to carve the wood and assemble mostly utilitarian objects.
The frame here comes from Alsace and dates from the beginning of the XXth century. It is a very simple frame on which have been fixed carved geometric patterns enhanced by a chip or gouge work on the sides. This creates a nice naive and intrigant arrangement.
The general condition of the item is quite good but you will be able to notice a little split on one of the upper rectangle pattern.
