This pattern is often impressed with the initials "I.H.", which for many years was thought to be the mark of Josiah Heath. The latest research seems to suggest that mark should be identified as belonging to John Harrison of Stoke.
Regardless of the controversy, this is a gorgeous example of early blue printed wares, and dates c. 1780-90. The octagonal, indented plate is about 9-1/4" in diameter and is in incredibly fine condition, with no cracks, no chips, no crazing, and a good high gloss. It even has a nice ring (for earthenware) when tapped! It is very dark blue.
