This is a particularly unusual find (most Epaulettes have not survived the years) because rather than being of precious metals & gemstones, it was crafted of blackened, hammered copper intended for more casual wear. These were meant to be worn at the shoulder (although the French sometimes wore the jeweled pieces centered & down the back of their neckline) and draping down to the chest.
