Antique Etching NY Tug Boat Attributed to Major American Artist

This is a gorgeous American etching. It is antique and depicts New York City in the background focusing on a working tug boat. The paper has a very distinctive water mark of an American seal and eagle. My first though when I saw this was Whistler but I can only hypothesize as it is not signed, though there are some original finger prints. You can also tell by the way it is off center that it was most likely a practice run first printing to see how it would look. The mastery of the artist is unquestionable, it is one of the best etchings we have ever had or seen. It measures 10.5 x 8 inches. It is in very good condition. The city is vague but I was told by the previous owner that they had another one where is was unmistakably New York and they had given it to a friend who lived there. If this is by Whistler it would be a find as it is a first off and so crisp and his etchings so desirable. Either way it is American Etching done by a masterful hand.
