This is a rare and unique piece of ephemera. I can't really call it a postcard. As you can see, the back is blank. No 'carte postale' design. But it is a postcard-size piece of art, an original collage, artist signed. From what I can make out on the stamps, I see French ones, George Washington's profile and "two penny." This is a first cover postcard featuring the Eiffel Tower and the man himself, Monsieur Gustave Eiffel. The stamp was issued to honor Mr. Eiffel (1832-1923) in 1982 and as you can see in the cancellation mark, it says "Dec. 18, 1982, First Day."
