I believe that the cuff links are made out of a china / porcelain material and have been decorated and fired in a kiln. They have gold toned bullet toggles with gold toned accents. The decoration gives this pair a look of marble or granite finish. I would say that the initial on this pair is a “W” but it could be also a “M” if you turn them the other way. They are in good condition and are an interesting and one of a kind set. The pictures do not do them justice. It was difficult to get an accurate feel of what this set really looks like.
