No info that I could find on the net, but from the haircut & tailoring, Mr Hughes looks like an early 20th century barrister ~ a card-stock (unbendable) poster @ c. 11 x 14" with "ISSUES": a 1/2 x 3/4" bullet hole (no doubt put there by a disgruntled local misdemeanant or primary opponent); an ice-pick wound plus two c. 3/4" vertical abrasions, probably from a Bowie knife; then, a 2/3" tear in margin at lower-left, in all, nothing fatal & stll a nice display ~ Buy with confidence from A.P.I.C. ...
