Very Old Folk Art Peasant Doll Hand Painted Face

There are some issues. The fabric on his arms is deteriorating and the sawdust is visible in a couple of spots. He stands about 13" tall. He has a bundle of sticks on his back. His hair appears to be a real hair of some kind, I'm guessing animal. The straw hat has some damage. His sandal soles are leather, I think. There is a foil sticker on the front of his cape, but I cannot make out what it said. I've given several pictures. He needs a new home where someone will give him the proper care.
